Too bad that you didn’t include pics of the flowers… There’s a lot of shrubs with a similar growth habit… It might be florida anise (Illicium floridanum) Or… one of the pervasive privets… Or… maybe Tea olive(Osmanthus heterophyllus) Really need a pic of the entire bush, and close-up of the flower to say with any certainty…
