I think it is a Sweet Olive or Fragrant Tea Olive (Osmanthus fragrans)shrub. It is a lovely shrub.

It is a Fragrant Tea Olive (Osmanthus fragrans). The scent of those tiny, inconspicuous flowers drifts great distances. It blooms heavily a couple of times a year and sporadically throughout the growing season. Enjoy!
