Notes:
Pix shows a 10 yr old plant. Started with a 10 inch round plant. It does not bloom. Likes partial sun. Low/no maintenance. Grows 12-18 inches high above ground in circular mound shape. Stems are not woody. Stems are circular with leaves only at the top. When needing water stems fall separately. Most winters dies out and starts growing with warm weather rather vigorously. It remains this size until next year when it grows wider in the circular shape. Love it!

Your plants look very similar to a cultivar of Allegheny Spurge (Pachysandra procumbens), the Pachysandra procumbens ‘Forrest Green’. Although You mentioned:”it does not bloom”, still you might want check this plant out. For P. procumbens ‘Forrrest Green’ its flower is small spike 2″-4″. flowering time depend on which website, some said:”spring”, others mentioned:”late winter”???
