popped up about 2 feet in height, no flowers on it yet don’t know if it is going to flower, no buds

It’s hard without its flowers. For now I could only speculate that maybe something in the bellflower genus (Campanula) pehaps? Check out these images for one in the group, Campanula punctata. When it blooms and it’s not a match, please resubmit with photo of flowers. Best wishes!
