Looks like Chinonanthus virginicus (Fringe tree or Grandsir-graybeard). They are natives, but have been so heavily harvested that they are not terribly common these days.

Yes, fringe tree. We purchased one two years ago at a local garden center in Virginia (Meadow Farms) after I saw it on the roadside in GA during a business trip. It bloomed in late spring with a scent similar to honeysuckle.
