Maybe a cultivar of feverfew (Tanacetum parthenium) with white double flower. Sorry I don’t know which cultivars this is. Some of the varieties with double flowers are : ‘Plenum’, ‘Victory Double white’, and ‘Tetra Vergo’. https://www.google.com/search?q=Tanacetum+parthenium++%27Double+white%27&tbm=isch&tbo=u&source=univ&sa=X&ved=0ahUKEwi6xqrrhqDKAhVMKCYKHUr3AgAQ7AkIOw&biw=1600&bih=758#imgrc=EZfHTHEhOY6fdM%3A
