What’s wrong with this bloom?

Quite possibly nothing is wrong with it. It may be a variety of variagated hydrangea that has this type bloom – quite pretty.

This is a lacecap hydrangea. The blooms are supposed to look like that. You may be more familiar with the mophead hydrangeas which have a full rounded bloom. Lacecaps are just a different variety of hydrangea and they are beautiful too!
