Succulent provided for our low-water landscape in Southern California. Have never seen this succulent before. This is a young plant that landscaper included in our installation.

Maybe Woolly Grevillea (Grevillea lanigera) or one of its cultivars. Some of these are: ‘Mt Tamboritha’, Jade Mound’ and ‘Coastal Gem’.
