Notes:

This plant is growing in numerous locations and must be a perennial. It’s rather attractive but I don’t know if its a weed or what.

Maybe a type of comfrey (Symphytum), thight might be common comfrey (Symphytum officinale). Link below’s information will help you decide. Check it out and see if you have a match. Best wishes! http://commonsensehome.com/comfrey/

What you have there appears to be a comfrey plant in bloom. Comfrey plants have deep taproots and pull nutrients from deep subsoil. This plant is very useful as the leaves contain many nutrients in their leaves useful for plant growth. I use comfrey leaves as a mulch or as an additive to compost tea.
