Is this berry poisonous? (ID complete)

I live in N. Virginia, and my apartment complex has these trees/shrubs in the area behind my unit. While I was out playing with my dog, he ate one of the berries he found on the ground. The berries began falling earlier this week (end of August). I can’t seem to figure out what they are, and I am concerned that the berries might be something that could harm my pup. The berries are hard (not soft like a berry you would eat) and they are in shades of the red and orange family. Please help!

    The fruit is from a kousa dogwood.

    We have a Kousa Dogwood loaded with fruit. I have read two points of view about eating the ones on the ground….DO NOT and DO. I just picked a basket of mixed “hand picked from the tree” and “hand picked from the ground.”
    I cannot find any definitive reasons why the ones on the ground should not be eaten, just the advice not to do so.
    Do you have any more knowledge about this and why?
