My brother and sister-in-law found several of these where they walk for exercise and wanted to transplant a couple. They thought some kind of fern and when they dug it up it had a carrot like root.

    Rosin weed has a similar foliage. By late summer it grows a 4 to 5 foot stalk with yellow flowers. I’ve seen it along power/pipe line easements and occasionally along the highways. My photo here http://www.flickr.com/photos/pix2pix/6910940410/
    I know it grows a taproot but, I have no idea if it looks like what you have pictured. Can’t wait to dig one up now! USDA info here
