Notes:
Found outside restaurant. Leaves similar to rhododendron, but smaller. Lavender flower not like tho.

Wish we could see closeup of the flower to tell more. The leaves as you stated are similar to rhododendron. Some species & cultivars in the genus have small size leaves. Some of these include R. impeditum, R. ‘P.J.M.’etc…Check out these included links for further information. Click on images to enlarge.
