Notes:

Please help. These plants are growing here and there in my flower gardens often among my roses. The garden is new to me and I am a relatively new gardener. Are they weeds or not?

Starting from your top photo, the first two look like the same plant. The second photo most closely resembles a member of the spurge family commonly called three sided mercury. http://www.missouriplants.com/Greenalt/Acalypha_rhomboidea_page.html
It is a weed and will seed heavily. It’s native range includes Eastern Canada so in Alberta you may have a relative of this variety of spurge.
The bottom photo is a yarrow plant. They are ornamentals. http://www.youcanlearnseries.com/Landscape/Plants/Yarrow.aspx

Thank you so much for the reply and you are obviously right. The weed had started to take over and, now pulled, the roses and the yarrow are much improved and flourishing!
