Looks like a Rose? (ID complete)

« Back to Name that Plant

Date Photo Taken: August 2010
Location: California

Notes:

I received this picture from a friend asking if I could identify – the picture was taken in CA and is supposed to be a tree. The leaves look like rose but due to the size (tree form) and flowers I am simply not sure. Can you identify it and if so will it grow in GA?

Is it common for Kwansan flowering cherry trees to bloom this time of year? Other than the Crepe Myrtle, is there any tree (including this one) that flowers like this in August in the Southeast?
