Notes:
I don’t know the name of this shrub, but I have three of them in a semi-shaded area. Recently I discovered some tiny white things all over the leaves of each plant. The critters are affixed and do not move. Some leaves are turning yellow. Should I spray with an insecticide or what? Thank you for your help.

Oops! That would be dormant oil.

Scale insect. Fall and winter dormant will help to control populations. After the fact check out this from the Guru: http://www.walterreeves.com/gardening-q-and-a/euonymous-scale-control/
