PLEASE help me figure out what this plant is! It’s growing out of a stump in an old brick planter – it looks similar to Rosemary, but has waxy leaves/fronds, and is not aromatic. The tops seem to “bloom” a yellowish-green, while the rest of the plant is a deep green. This is driving me CRAZY!

Looks like a type of Japanese Plum Yew (Cephalotaxus harringtonii). This might be C. harringtonii ‘Fastigiata’.
