Cross between a shrub and a tree
Looks like Salix (willow) with female catkins (flower spikes). Yours might be Salix cinerea, Grey Willow also known as the Grey Sallow. This is only a guess since S. cinerea is often confused with S. caprea and S. xreichardtii.
