These pests get on my okra and peas. Are the dark and smaller white things the same thing? I have decided that these get on my okra blooms and prevent them from maturing to pods.

You have aphids. (Well, your peas have aphids.) A good dose of Sevin dust applied strictly in accordance with the label will do the trick.
