Notes:

This is inflicting my roses….I’ve sprayed them for aphids/whiteflies, and also with baking soda in case it is a fungus? Help!?

    Maybe pests, rose slug (Hymenoptera), a type of larvae of sawfly. They are yellow-green body and orange head. There are organic and chemical treatments. Just Google: rose slugs, You will have plenty information to work with. Best wishes!
