Looks like Japanese knotweed or false bamboo. If it’s in someones yard it may be Fallopia japonica ‘Crimson Beauty’. There is a naturalized form of Fallopia (Polygonum) japonica that is HIGHLY invasive throughout North America. Make sure this cultivar will not escape if you choose to plant so as no to cause ecological damage. Chances are if this is neighboring your property you would be able to find some it this were noxious.
