That’s a Sea Holly or Eryngo. Your specimen looks to be somewhat dried, which makes identifying it exactly rather difficult. If you remember how it looked when it was fresh you may see something similar among my images at http://www.botanicalstockphotos.com/photos-eryngium-224.htm . My guess would be either Eryngium bourgatii or Eryngium zabelii.
