This looks like a species of succulent from the genus ‘Monadenium’ in the Euphorbiaceae family. Perhaps you could join a cacti & succulent society on the Internet for further help from experts in getting the correct ID and about the health of your plant. It’s a very cool looking plant, please share its name whenever you have it.
