Notes:
This is not anything I planted and I think it is a weed. About 12″ high and perimeter is about 24″ around. Has slightly pungent fragrance. Stems very soft. Almost resembles some sort of Christmas tree variety, but not a tree, a small plant.

Dog fennel. This previous Q & A to Walter shows an older plant and the stems look different. The second link show plants that look more like what you are seeing. http://www.walterreeves.com/gardening-q-and-a/dogfennel-identification/

This ‘pretty little weed’ will grow over 6 feet tall. It’s called dogfennel and can be treated with most any broadleaf weed control, including elbow grease.

Here’s a picture I took 3 weeks ago of a path of dog fennel on Ossabaw Island; you can see the stalks from last year as well as this years leaf growth: http://www.flickr.com/photos/davemarcus/7126807065/in/photostream/lightbox/
It is a beautiful volunteer or weed.
