Please show us the whole plant & closeup of its leaves. For now, I’m guessing maybe a species or one of the hybrids in the Artemisia genus? Species in the group include mugwort, wormwood, etc…Check out one of the Artemisia ludoviciana species from the included link below. Again without the plant leaves, I’m only speculating. Best wishes!
