No, spirea has alternate leaves while the ones in the photo are opposite. Without flowers to be certain, I’m wondering if this might be a type of rock rose (Cistus) perhaps? Check it out and see if you have a match. If this isn’t Cistus, when it blooms please resubmit with photo of flowers. The included link below is for one in the group, Cistus x hybridus.
