Notes:
These two trees were put in 3-5 years ago. They just grow straight up. The tallest of the two is about 60 feet tall. Foliage is consistent top to bottom. They do not look any fuller up top as they do at the bottom. In winter they just look like a couple of sticks in the ground.

In looking at google images I see that many of the Lombardy Poplar grow rather full. These trees that we have are very thin on foliage top to bottom. Would there be a reason for this. Dad thinks the yard guy put these trees in around 2 1/2 years ago. Maybe they are still very young. Also, I just did a quick read on landscaping.about.com and am concerned about what I read about the likely short life of these trees due to pests or disease and also the concerns about the root system being far reaching/invasive. The primary reason for my concern is that the yard guy planted these on the edge of our property line which is rather close to the neighbors house (that you see in one of the photos). Should I (and they) be concerned?

Looks a lot like a Lombardy poplar – assuming the leaves you show in close-up are very young and not quite the same as a mature leaf.
