Although the flowers are too blurry but this looks like a type of Indigofera. This maybe Himalayan Indigo (Indigofera heterantha syn. Indigofera gerardiana). Information for this plant is varied on the matured height, from 7 to 10 feet. And from a big shrub to a small tree. But I did see a pic of the tree form similar to your pic.
