Notes:
We have 4 of these hollies. As you can see they produce flowers but have never produced berries. They are apps 5 years old.

They do better in long season latitudes than most hollies (Ilex spp) Quick image search. Seems leaf edges vary from smooth (no spine) https://en.wikipedia.org/wiki/File:Osmanthus_heterophyllus1.jpg to more spines than yours show. https://commons.wikimedia.org/wiki/Category:Osmanthus_fragrans Compare open flowers to yours when flowers do open.
