This is next to the patio at my daughter’s home. She wants to know if it is a weed or is it something the previous homeowner planted.

Broad leaf Dock. I doubt the previous owner planted it. http://www.ppws.vt.edu/scott/weed_id/rumob.htm I would call it a weed. Some may call it food. Others would dry and decorate with the seed heads.
