It looks like Pincushion Flower (Scabiosa). It is a low-growing perennial. Remove dead flowers to extend bloom period. Remove debris after frost kills foliage in late fall.
Plant identification can be made with more certainty if photos include foliage and the form of the plant. In this case the flower is pretty distinctive.
