It looks like a shrubby peony with developing seed capsules. The coloration suggests that it might be one of the Paeonia delavayi x Paeonia lutea hybrids. Perhaps something like ‘Anne Rosse’ ( http://www.botanicalstockphotos.com/photo-paeonia-anne-rosse-678.htm ) but with a bit more red in it.
