What is the plant with the big white blooms?

I saw this in my neighborhood and wondered what is this? At first, it appeared to be a snowball bush but as I got closer, I realized it was not.

Please help.

    From that post I learned that Peegee is probably the best known of the Panicle type hydrangeas however, they ain’t the be all, end all of the paniculatas.
