Notes:

Always thought this was an oak tree but this noticed these white puffy things, never seen em before is it sick?

    Many thank to flower fanatic, you put me on the right track.it is an oak gall called Wool Sower gall produced by the gall mite Callirhytis seminator. Apparently not harmful and is specific to white oak trees

    That looks like a type of oak gall, probably caused by a mild infestation of insect life of some sort. I don’t believe that particular type of gall is particularly harmful to the oak tree, unless it’s just all over it.
