What is this Succulent? (Need ID help)

Notes:

Brought this home from California, but no one could tell me what the name of it. Any one know? Would like to know if it is winter-hardy here, but I am guessing no. I saw many of them planted in flower boxes in Long Beach and they grew quite big there…about 8-10 inches in diameter and about 2-3 feet tall. Some had babies growing between the leaves.

    Looks a bit like one of the many, many types of Sempervivum.

    This looks like a succulent I once had. If I’m correct, this succulent is not winter-hardy in Georgia but a great houseplant. I had one for years before I tired of all the babies it grows along the edge of the leaves. I knew it as Mother’s Tears but don’t know the botanical name. Each “baby” will grow small roots and then drop off to root and start a new plant.
