It looks like a white penta that has been in the shade and did not receive enough sun to bloom properly. The nicotina that I used to have was much more stout with bigger but shorter leaves and the leaves were tougher. I had a red penta last year but it didn’t do much and I tried to keep it over winter but it died. Has anyone had any luck keeping a penta over winter? I would love to know how to do that.
