Notes:
Found these shrubs at several locations along the street here in Houston. The leaves smell like lemon. The seeds grow long the branches as shown. They are about 3ft tall.

Maybe species of Myrica genus (wax-myrtle). I’m guessing only, this might be southern wax-myrtle (Myrica cerifera). Check it out and see if you have a match.
