This is a very over size foundation plant neglected by pervious owner. Can I cut it back so it can start again?

You could give it a bonsai sculptural windswept look by judiciously removing branches down to the main trunk. By leaving enough green for survival, they do fine & look really cool.

The plant does look like an overgrown juniper. It is doubtful that it would regrow following a severe pruning.
