Bushy plant, I keep cutting it back every year. I can’t remember if it flowers or not. I think it does. notice the red stem at the base.

With out its flowers, I’m guessing this might be a type of peony (Paeonia). Sorry, I do not know which species or cultivar yours is. You might want to try the experts from the American Peony Society to confirm whether this is indeed peony and its exact ID.
