To my eyes this plant’s leaves, smooth light color trunk & the winged (samara) fruits look similar to some of species in the Combretum genus(?). Check out these included links for one of its species; the river bush willow (C. erythrophyllum) further information. Again I’m only speculating of the genus. Flowers will confirm or rule out the ID. If you could find another specimen with blooms are present it will help quickly. Best wishes! http://tsammalex.clld.org/parameters/combretumerythrophyllum
