Notes:
Pictures taken today Dec.13. in my back yard. Bush over 10 years old. Height about 7-8ft, width about 3ft. Leaves turned from green to purple with cold weather. Does not shed leaves until below 20 degrees F. White flowers in spring.

I wish I could other details i.e. the whole the plant, closeup of the main trunk, etc… without flowers to help with the ID, I’m wondering if this could be a type of privet (ligustrum), perhaps the California privet (Ligustrum ovalifolium? Check out the flowers images from the included link and see if yours look like this. Click on the pictures to enlarge. If this isn’t privet.
