It’s hanging plant and have a red hairy thing. I don’t know if the hairy thing is a flower

Chenille plant (acalypha pendula) Yes, is a flower. In the Phillipines, you should be able to grow this perennial outside. I have it growing in the soil at my house… It isnt very happy with the dry sand… But may take over and serve as a turf alternative where it gets enough rain… And is warm enough.
