Notes:
Northern va. Stems are in a circle and have small thin leaves. Seems grasslike. Both pics are the same plant at different sizes. Probably 3 ft tall now. Stems bowing out so the circle is less obvious now. Despite the distinctive appearance, I haven’t found its name yet.
