Plenty of flowers but few leaves. Plant is is it’s second year.

Should I dig it up and transplant it over where my other azalea bushes are thriving? Or, should I try to amend the soil by adding acidic fertelizer?

The soil may not be acid enough for it. Azaleas do best at a pH between 5.0 and 5.5.
