Seems to die in winter, we cut down to ground in spring and then grows back, took three season to fully grow

Details of the leaves & stems are too far away to tell for certain. Also without its flowers to help narrow down, I’m guessing this could be the Hubricht’s bluestar/thread leafed bluestar (Amsonia hubrichtii) perhaps? Looks like what we called “asparagus fern.” My Mom had it as a houseplant as well as an outdoor warm weather plant growing up in NC.
