Notes:
I was told this was a sunsparkler blue pearl sedum. However, it is not blue/purple like other pictures I’ve seen. It is growing straight up and I wanted to know if I could snip off some and root it so it wouldn’t be so tall. Please advise. Thank you.

It could still be Sedum ‘Blue Pearl’ (?), coloration in sedums can be varied and depending locations. Copy & paste the included link below to check out the color on these ‘Blue Pearl’ specimens.
In my humble opinion yours about to set flowers. If this was mine, I would let it grows to a more mature size before any propagation. But it’s your plant, you can do whatever. Check out the second included link for how to propagate sedum. Best wishes!
