Without its flowers I’m speculating only. Maybe a type of Plectranthus. Sorry, I don’t know which cultivar this is. Check out Plectranthus ciliatus and its cultivars ‘Drege’, ‘Richard’ and ‘Zulu Wonder’. There is also a cultivar ‘Nico’from Plectranthus amiguus.
