It is probably a species of Senecio . This might be Narrow-Leaf Chalksticks, Blue Chalk Fingers. The accepted scientific name: Senecio talinoides subs. cylindricus. It has several synonyms: Senecio cylindricus, Senecio vitalis, and Kleinia cylindrica.
