I live in San Diego CA. I got a cutting from a neighbor, but we do not know what it is. The stalk looks like plumeria. It lost all it’s leaves over the winter, and the new leaves come in red, and then turn green. I have not seen inflos yet. It’s a very big and tall plant, at least 8 feet tall. Thank you!

Looks like Red African Milkbush (Euphorbia umbellata cv. Rubra / Synadenium grantii f. rubrum).
