I think it has come back after some was previously removed. Or, possibly it wasn’t all removed before. Is it toxic or poisonous? It is located in a wooded area. I did try to kill it with vinegar and water mixture and then another time a non-toxic All purpose cleaner. I was thinking I should try Neem oil on it next. Any ideas will be greatly appreciated. Thanks.

I can’t see clearly to tell if this is a fungi, plant or something else . Can you dig some up to see if there is any roots? Also closeup photos with better focus of “the black substance” parts will help in narrowing this down for you. Best wishes!
