It’s too blurry to tell for certain, I’m taking a wild guess, maybe woolly apple aphid (Eriosoma lanigerum)? Check it out and see if you have a match. If this is Eriosoma lanigerum the included link below with treatment methods. If this isn’t woolly aphids, please resubmit with a better focus photo of the white clusters.
